Gary P. Kisner
He received his law degree (Juris Doctor, with honors) from George Washington University in Washington, D.C. in 1979 and his Bachelor of Arts from Bridgewater College in Virginia in 1976.

From 1979 to 1982 he served as Legislative Counsel and then Senior Counsel for the National Coal Association in Washington, D.C. practicing government relations and administrative law. Duties included monitoring Congressional hearings; researching and writing testimony for use before Congressional committees and in administrative hearings in various federal departments and agencies; developing and writing comments to proposed federal regulations affecting the coal mining industry; and, acting as liaison between government officials and coal industry representatives on various issues.

From 1983 to 2000, he was Vice President of Purpura & Kisner, Inc. (consultants in exhibition design), in New York and later in Pennsylvania. P&K designed exhibits for both corporate and museum clients including Forbes Magazine; Phillip Morris Inc. (now Altria Group, Inc.), the Smithsonian Institute; the National Geographic Society; and, the San Antonio Museum of Art, among many others. Duties included managing all business and legal aspects of P&K and working with clients and curators to develop exhibit plans and content.

During this time he also maintained a private law practice where he advised indivduals and small businesses in all types of civil law matters.

Since 2000 he has lived in Mexico and served as a consultant to MR.
